The Chinese government has moved to limit the proliferation of new Internet cafes as it tries to keep a lid on Web surfing by teenagers. Any Internet cafes that have received planning approval must be completed by June 30, Variety said Thursday.
Chinese minors are banned from the country's approximately 113,000 cybercafes and owners face heavy fines if they defy the ban, which is aimed at curbing what the Chinese government sees as a burgeoning addiction. About 13 percent of China's 18 million Internet users are addicted, a government report claimed. On another front, a member of the National People's Congress this week called for legislation to protect children by restricting a "violent culture" in films and on television. Chinese movies are heavily censored, primarily for sexual content and political reasons. China's filmmakers say they would prefer a film rating system that clarifies parameters so they would know in advance how to approach potentially controversial topics, rather than have censors lop entire scenes or ban an entire movie.
